Do I need a permit to replace windows in New Jersey?

Not when the new windows go into the same rough openings. The New Jersey Department of Community Affairs lists windows and doors replaced in the same rough opening, without altering the dimensions or framing, as ordinary maintenance under N.J.A.C. 5:23-2.7. Changing an opening's size or framing falls outside that listing.

    What the state rule says

The Department of Community Affairs bulletin on ordinary maintenance (March 5, 2018) says windows and doors, including garage doors, may be replaced in the same rough opening without altering the dimensions or framing. It adds that this covers means of egress elements, such as emergency escape openings, when the dimensions and framing are not altered and the height, width or net clear opening is maintained.

The bulletin also lists replacing the glass in any window or door, provided the replacement glass is of a type and quality that complies with the code.

When to ask the township first

Making an opening larger, adding a new window, or changing the framing is not in the ordinary maintenance listing. For that kind of work, ask your township's construction office before it starts.
